The Belgian admitted recently that the club are open to looking into the free agency market for ways to strengthen their squad.
The Daily Record reported on 31 July that Clement sees enough pedigree in the 31-year-old Dutch attacking midfielder for him to be a success at Ibrox.
According to Andy Devlin from the Scottish Sun, the club were confident of signing the midfielder who’s also played a handful games for AC Milan on loan.
Per Football Scotland, the Gers boss said: “Yes, we talked about that within the club and that was the initial plan. So we now need to find solutions within the squad to do it in a different way to before. Could we still look at free agents? That’s still a possibility, yes.”
